Greetings from APD:

I am Lieutenant John Bonomo, the Area 2 Commander for the City of Arcadia. I’m excited to move forward into 2025, and I look forward to continuing our community partnership. The police department’s message of “See Something, Say Something” has been a constant in all the messages I put out to our Area 2 residents, and I am happy to have so much involvement with all of you who reach out to me. Never hesitate to report any suspicious behavior you see. I would much rather be proactively addressing matters that seem out of the norm than sending officers out because you’ve been victimized by crime. 

I’m certain residential burglaries are at the top of your neighborhood concerns list. And while we have had some in Area 2, the number is less than other parts of the City. I attribute this to the regular communication I have with our neighborhood watch groups and the HOA safety committees. Your phone calls to the police department and emails to me help keep suspicious incidents investigated by our police officers and patrols directed to areas that appear to be targeted by criminals. My hope is to make this number smaller and smaller through our proactive efforts to deter it. As we progress forward, my message to you is to stay vigilant, report suspicious activity and vehicles in your neighborhood. Familiarize yourself with your neighbors, share when you’ll be out of town, so you have a second set of eyes on your home. Set up vacation patrols with the police department so we know you’re away. 

I have included some prevention tips to help safeguard your homes, which I have included before and firmly stand behind. 

PREVENTION TIPS:

· When you’re away, make it look like you are home. Consider leaving lights, a television or radio on.

· If you have an alarm, turn it on when you leave.

· Install surveillance cameras. Many residents have a camera at their front

door. We would also recommend additional cameras on the side and rear of your residence.

· Consider using a window or door stop/pin or place something in the window/door track to prevent it from sliding open.

· Secure side gates with a heavy-duty lock.

· Don’t allow mail or newspapers to stack up. If you plan to be away for some time, arrange for a trusted person to collect these items, or have the services stopped until you return.

· Know your neighbors and their vehicles, report suspicious persons/vehicles.

· Consider installing a safe to secure valuable items. If you choose to install a safe, make sure it is properly secured to prevent thieves from taking the whole safe containing your valuables.

· Many of our recent burglaries target master/primary bedrooms. Consider storing valuables in another location in your home.

· There are companies who sell a film you can affix to a sliding glass door or window, that will hold the glass intact, deterring a criminal from gaining access if they attempt to shatter the door or window.

· Report door to door solicitors. Regardless of looking official or not, solicitors are required to have a city business license, and we can verify that information upon contact.

10/27/24 Arcadia Bear Task Force:

Due to the increasing bear population in our foothill communities, encounters with bears have become frequent.  Reports of bear sightings in the Santa Anita Oaks area have been occurring almost daily. Bears have overturned garbage cans, damaged property, swam in private pools, and ate koi from ponds, leading residents to feel increasingly fearful of venturing into their own backyards.

In response, the safety committee, along with 21 members of the Santa Anita Oaks Homeowners Association (SAOHOA), attended the Arcadia City Council meeting on July 16 to address the issue of bear encroachment in our community. The City Council agreed to establish a bear task force to seek solutions.


The bear task force is led by City Manager Dominic Lazzaretto and Deputy City Manager Justine Bruno. It includes members of the SAOHOA Safety Committee, representatives from the Highland Oaks HOA, and other representatives from the Police and Public Works Department. The task force met four times over the summer, with presentations from Waste Management and the Department of Fish and Wildlife.


Discussions revealed that the increasing number of bears in our neighborhood is largely due to the food sources and shelter our community provides. Trash cans, fruit from trees, and fish from koi ponds attract bears, while vacant homes offer them shelter. Potential remedies to address these issues include:

  1. Order Bear-Resistant Trash Cans [Order Form] to eliminate accessible food sources. The cost of a bear-resistant cart is $308.08, with no additional monthly fee for handling. Please mail or email the completed form to: City of Arcadia| Public Works Department with address on top of the form.
  2. Report Vacant Homes and Bear Incidents to the City of Arcadia to notify property owners of potential denning on their property.  Call or email to the Code Service Division [Report Empty Home Here]
  3. Report Bear Incidents to the California Department of Fish and Wildlife (CDFW): [Report Bear Incidence Here]. Reporting all incidents is crucial, as it helps the CDFW identify potentially dangerous bears (habituated bears) that may require trapping and relocation. Increasing the tracking, tagging and radio-collaring of bears to identify habituated bears will only happen if you file enough reports to CDFW. For a better understanding of how  to co-exist with bears, the presentation from CDFW was recorded and is available for viewing.   
  4. Report Bear Incidents to the City of Arcadia.  This is important for tracking bear encounters in our neighborhood. [Bear Reporting Form – Arcadia]

The Santa Anita Oaks HOA Safety Committee recommends that every household in our community order at least one bear-resistant trash can, or more if needed. If you return a trash can you no longer use to Waste Management, there will be no additional service fees.

If you encounter bear incidents, please report them to both the City of Arcadia and the California Department of Fish and Wildlife. The more reports received, the more action can be taken.

2025 Welcome Letter

Dear Neighbor,

Welcome to home ownership in the Santa Anita Oaks! You have purchased a property which lies between the boundaries of Orange Grove Ave. and Foothill Blvd. (north-south) and Santa Anita Ave. and Baldwin Ave. (east-west). This neighborhood in Arcadia is known as the Santa Anita Oaks. The pride and history of “The Oaks” dates back to the late 1940’s, when a large ranch was subdivided, and parcels were sold to allow for construction of a community of single family homes near the San Gabriel mountains. There are actually some residents who selected from these original blank parcels, and constructed their ranch-style homes, who still live in our neighborhood!

The Santa Anita Oaks has had, since 1972, a Homeowners’ Association. The association exists to maintain and promote cohesion in the neighborhood, to assist with the safety of our properties and residents, and to keep communication between the residents. It is managed by a Board of volunteer residents. They meet monthly to achieve these tasks. Once a year, we organize a neighborhood party, to gather together socially, and to vote for the Board members for the coming year. 

The Santa Anita Oaks also has an Architectural Review Board. The ARB works with residents who are seeking to make any changes to residential sites — buildings, garages, major landscaping, fences/walls, decks, sidewalks, driveways, mailboxes, and exterior surfaces and coverings. Together with the City of Arcadia, they interpret aesthetic standards, which protects property values for all homeowners in the SAO. If you are wanting to make improvements to your property, you will need to file an application with them. Their email address is SAOHOAARB@gmail.com. 

We ask that each household pays dues of $80 annually, as a member of the HOA. This covers the administrative costs of the Association, and allows us to remain in communication about the neighborhood. Your Santa Anita Oaks Homeowners’ Association Board works for the good of all the residents. We welcome you to the neighborhood, and we are here to assist you with any questions you might have. 2024 HOA's Safety Fund Raising Campaign

Thank you to everyone who attended the HOA annual party and a special thank you to the homeowners who donated to the HOA’s Safety Fund Raising Campaign. 50 homeowners have donated a total of $5,735.00 to the safety fund as of May 31, 2024. We are currently investigating ways to utilize the funds to improve the overall safety in our community. Our first project is to install up to two Flock cameras within the boundaries of the Oaks. The cost of installing a camera is $650.00 each plus $2,500.00 for the annual leasing fees.

 Our second project is to install signs at major entry points into the Oaks. As with other distinguished neighborhoods where such signs exist, they serve to define neighbors who are united in protecting their homes and preserving their environment. These signs are made with one-half inch thick black aluminum, mounted on an 8-foot pole, and will display the Oaks’ logo (a stately oak tree) and our name, Santa Anita Oaks. Presently, four signs have been ordered with one sign to be installed at major entry side streets off of Foothill, Orange Grove, Santa Anita, and Baldwin. The HOA board hopes to add additional signs to more entries bordering the Oaks as budget permits.

 The Safety Fund is an ongoing fundraiser and future donations are welcome. Below we would like to recognize those who have donated at the Gold Safety Partner level and the Safety Leader level.

Flock Safety Cameras Protecting Our Community

The City of Arcadia has had issues with burglaries because of the high density of nice homes and two major freeway exits and on ramps, Santa Anita and Baldwin, which allow criminals easy access and quick getaways. While these criminal activities fluctuate from year to year, it is important that we, as a community, remain watchful.


Currently, there are two Flock cameras installed and working inside our HOA boundaries: the first one is on San Carlos & Arbolada and the second camera is on Hacienda. The 3 Flock cameras installed from 2021-2023 along our boundaries on Foothills, Baldwin and Orange Grove have been taken over by the Arcadia Police Department. Therefore, the HOA no longer has access to those cameras. We only have two cameras and the HOA is working on additional funding to install more cameras through the annual dues and donations to the safety fund.


The SAOHOA board believes these cameras will help deter and prosecute future crimes within our neighborhood, greatly enhancing our current Neighborhood Watch Program. This is a real benefit of our membership in our association. As members of Santa Anita Oaks community, we all have a responsibility to protect each other from harm. Please speak with your neighbors about the importance of this safety program. We will need every member of our community to pay the annual HOA dues in order to sustain this program for the future years.


Hardening Homes Against Fire

 All properties located in the Santa Anita Oaks have the potential of being a fire hazard. It is crucial to establish defensible space to protect your home and family. Arcadia Fire Department provides detailed fire safety guidelines on their website. Following these guidelines help minimize the risk of fire spreading to your property. As a property owner, it is your responsibility to maintain your land in a fire-safe condition.

Here is a summary of practical facts to try to protect from wildfire:

1.Clean roof and rain gutters regularly. Remove plant debris that can dry out and ignite.

2. When replacing windows or siding on your home, consider fire-resistant materials. (Please ensure they are approved for use by the City of Arcadia and our ARB first.)

3. Choose landscaping that is less likely to catch fire. Eucalyptus, some palms, bamboo, and conifers are some common highly flammable trees/shrubs. Plants that resist fire are deciduous trees (ones that shed their leaves annually,) succulents, and lavender. (For a complete list, go to www.firesafesdcounty.org.)

4. Prune trees that are overhanging your home’s roof. Have dense trees trimmed to thin out branches. This allows wind to pass through, instead of bending and swaying, potentially launching burning embers.

5. Ensure that emergency crews can readily find your address, and access your driveway.

6. Keep woodpiles and fuel tanks at least 30 feet from flammable structures.

7.  Secure attic vents by adding fire-resistant metal screens that prevent embers from being blown into your home.

To prepare your home for a fire burning nearby, while also preparing to evacuate:

 1.  Move flammable items away from windows and doors.

 2.  Turn lights on, inside and outside.

 3.  Place buckets and containers outside, and fill them with water.

4.   Shut all internal windows and doors, but leave them unlocked.

5.   Place ladders against your home, for firefighters to quickly access your roof.
